Aerospace worker authorizations are usually managed across several systems, not one. HR or identity systems may confirm who the person is, training systems may hold qualification records, QMS or document control may define required procedures, and MES or electronic travelers often enforce whether the person can perform or sign off a specific operation. The exact system of record depends on the site, program, customer requirements, validation approach, and integration maturity.
Common systems involved
- HRIS and identity management: Usually manage employment status, role, department, badge identity, and account lifecycle. They rarely prove task-level competency by themselves.
- LMS or training records system: Commonly holds classroom training, online training, OJT records, recurrence dates, and course completion evidence.
- QMS and document control: Often define controlled procedures, process requirements, approval workflows, nonconformance restrictions, and sometimes competency requirements tied to quality processes.
- MES, electronic traveler, or eDHR system: Often provides the point-of-work control. This is where authorization may be checked before an operator, inspector, or certifying staff member can start work, record results, apply a stamp, or complete an operation.
- ERP: May hold labor roles, cost centers, work centers, routings, and resource assignments. ERP data can support authorization logic, but it is usually not sufficient evidence of qualification on its own.
- PLM or engineering document systems: May drive authorization requirements when design changes, process plans, specifications, or special process requirements change.
- Maintenance, calibration, or EAM systems: May be involved when authorization depends on equipment-specific training, calibrated tooling, maintenance status, or machine access rules.
- Security, export-control, or customer systems: May restrict access to controlled programs, ITAR-controlled technical data, customer portals, or classified and defense-related work scopes.
- Supplier or contractor management systems: May be needed when temporary labor, subcontracted operations, or customer-delegated inspection authority is involved.
The practical issue is enforcement, not just record storage
It is possible to have accurate training records and still have weak shop-floor control if the MES, traveler, inspection system, or badge-controlled equipment does not check authorization at the point of use. Conversely, strict MES enforcement can create production disruption if the upstream records are incomplete, stale, or not mapped correctly to operations.
For regulated aerospace operations, the important questions are usually: which system is authoritative for each authorization type, how expiry dates are handled, how requirement changes are approved, how exceptions are controlled, and whether the enforcement logic is validated and traceable.
Common failure modes
- Training is complete in the LMS but not synchronized to MES before the operator starts work.
- Generic job roles are used where operation-specific qualifications are required.
- Procedure revisions change the required training, but the routing or traveler rule is not updated under change control.
- Inspectors, stamp holders, or special process personnel have customer-specific approvals that are tracked outside the main system.
- Contractors or temporary workers are not represented cleanly in HR, identity, or training systems.
- Manual overrides are allowed without adequate reason codes, approvals, or audit trails.
- Export-controlled program access is treated as the same thing as process competency, even though they are different controls.
Brownfield reality
In established aerospace plants, full replacement of HR, LMS, QMS, MES, ERP, and PLM systems is usually unrealistic. The qualification burden, validation cost, downtime risk, integration complexity, traceability obligations, and long equipment lifecycles make rip-and-replace approaches difficult to justify and risky to execute.
Most workable approaches define clear system-of-record boundaries, integrate only the data needed for enforcement and evidence, and maintain controlled reconciliation processes for gaps. That still requires master data discipline, validation of interfaces, change control, and manual controls where integration is not complete.
